This proposal outlines an innovative mobile application designed to enhance traffic enforcement through community participation. Inspired by service models such as Ola, Uber, and Rapido, the platform will enable trained and verified volunteers to assist traffic authorities by monitoring designated areas and reporting traffic violations in real time. The application will allow volunteers to create an account, complete identity verification, and select a specific location where they wish to offer traffic policing services. The system will use geofencing and intelligent area-mapping to ensure that no two volunteers are assigned to the same zone simultaneously. Each volunteer will be allocated an area for a maximum duration of one hour per session, or until the volunteer logs out before the hour is completed. This ensures adequate rotation, fairness, and efficient coverage of high-traffic regions. Within their assigned zones, volunteers will monitor traffic activity and capture images or videos of violations such as signal jumping, wrong-side driving, over-speeding, lane indiscipline, and improper parking. The captured evidence must clearly show the incident and the vehicle’s number plate for authentication. The data will be securely transmitted to the backend system, where automated violation-detection algorithms and manual verification teams will validate the evidence. Once verified, the system will generate an official e-challan and send it to the registered vehicle owner through the government’s digital enforcement system. As an incentive for participation, volunteers will receive a predefined percentage of the collected challan amount, directly credited to their digital wallet within the app. This solution aims to strengthen traffic regulation, reduce manpower burden on authorities, and empower citizens to contribute to road safety.
